The State-owned Assets Supervision and Administration Commission of the State Council has responded to Proposal No. 00311 (Economic Development Category, No. 032) from the Fourth Session of the 14th National Committee of the Chinese People's Political Consultative Conference. The response outlines measures and future plans regarding the establishment of a cooperation platform between central and state-owned enterprises and private enterprises, focusing on fostering a fair competitive environment, online matchmaking platforms, offline exchange activities, and joint party building initiatives. Below is Part II of the response letter.
II. Regarding Your Suggestion to Establish a Collaboration Platform for State-Owned Enterprises and Private Enterprises
Adhering to the reform direction of a socialist market economy and fully leveraging the decisive role of the market in resource allocation are essential prerequisites and safeguards for cooperation between state-owned enterprises (SOEs) and private enterprises. Guided by the State-owned Assets Supervision and Administration Commission (SASAC), SOEs engage in joint ventures and collaborations with various forms of capital based on the principles of autonomy and voluntariness. First, to foster a fair competitive environment, SASAC, in conjunction with the Ministry of Finance, issued the "Administrative Measures for Supervision and Management of State-owned Asset Transactions" (Order No. 32 of SASAC and the Ministry of Finance), and jointly with the Ministry of Finance and the China Securities Regulatory Commission (CSRC), issued the "Administrative Measures for Supervision and Management of State-owned Equity in Listed Companies" (Order No. 36 of SASAC, the Ministry of Finance, and CSRC). These measures explicitly require that transfers of state-owned property rights, capital increases, and equity transfers in listed companies be conducted publicly through capital markets to achieve market-based asset pricing and transparent operations. Additionally, they stipulate that qualification conditions for transferees shall not be established for property transfers unless necessary, and that no explicit targeting or violations of fair competition principles shall occur. During the 14th Five-Year Plan period, SASAC promoted the establishment of innovation consortia among central enterprises, strengthened cross-enterprise, cross-departmental, and cross-disciplinary collaboration, and supported the application of first-of-a-kind equipment and initial batches of materials.
Second, in establishing an online collaboration platform, guide property rights trading institutions to launch a coordinated development zone and a platform for publishing key projects of private enterprises. This will feature collaborative projects and partnership intentions between state-owned and private enterprises, broadening information exchange channels between the two sectors. Guide central enterprises to accelerate the construction of electronic procurement platforms, continuously enhancing the digitalization and transparency of procurement. A plan is currently being developed for a central enterprise procurement information platform to explore a standardized and transparent information disclosure mechanism. This will involve dynamically publishing procurement information and results from central enterprises to the public, enabling timely sharing across supply chain companies, strengthening supply-demand matching, and improving efficiency throughout the entire chain.
Third, in organizing offline face-to-face exchange and cooperation events, since 2019, we have jointly hosted annual Mixed-Ownership Reform and Collaborative Development Promotion Events for State-Owned and Private Enterprises with the All-China Federation of Industry and Commerce and other departments to deepen capital matching mechanisms across all ownership types. We have strengthened collaboration with the United Front Work Department of the CPC Central Committee and the All-China Federation of Industry and Commerce to host China Enterprise Forums, sharing innovation-driven development experiences and exploring reform and development pathways. We also conducted training programs for economic figures within and outside the Party in private enterprises, providing access to high-quality state-owned enterprise training resources to foster deep integration among diverse enterprises. We have implemented the Central Enterprise Industry Chain Integration Action, which launched in 2023 9. Focusing on key industrial chains such as machine tools, mobile communications, and rail transit, central enterprises have organized 54 specialized integration events covering critical technology, product, and service needs along the value chain. Nearly 1.5 million supply-demand matching opportunities were released, driving over 1.6 upstream and downstream enterprises. We aggregated central enterprise and industry chain resources to build an open-source AI "Renewal Community," offering free access to 2000 cards worth of domestic chip computing power from central enterprises for small and medium-sized enterprises and research institutions. We opened 500 models and 300 datasets. Leveraging 190 central enterprise pilot testing platforms, we provided over 400 pilot services to society, promoting shared use of pilot resources.
Fourth, deepen party building collaboration across the industrial chain by encouraging state-owned and private enterprises to jointly build party organizations through major projects, key initiatives, and critical breakthrough efforts. This strengthens mutual trust and unites all parties toward common goals. Establish temporary party committees at project sites to integrate the strength of employees from all participating units, ensuring high-quality and efficient project delivery. In response to "involutionary" competition in the construction sector, launch initiatives led by high-quality party building to promote high-quality development. Encourage relevant state-owned and private enterprise party organizations to make commitments and take action, fostering compliant operations. Additionally, support central enterprises in implementing "on-site training + joint cultivation" models through engineering projects, enabling private enterprises to participate more deeply in construction efforts.
Next, the SASAC will focus on deepening capital integration, industrial alignment, innovation collaboration, and party-building exchanges between state-owned and private enterprises. It will leverage the functions of property rights markets to build communication and cooperation platforms that involve all types of ownership entities. The agency will support leading technology firms and industry giants in spearheading the establishment of innovation consortia, increase the proportion of diverse innovation actors, and continuously expand the formats and content of project promotion for coordinated development between state-owned and private enterprises. In coordination with relevant departments, it will timely publicize and promote exemplary practices to foster a supportive environment for collaborative development.
